2 Nephi 9:21 - 9:25
2 Nephi 9:21 And he cometh into the world that he may save all men if they will hearken unto his voice; for behold, he suffereth the pains of all men, yea, the pains of every living creature, both men, women, and children, who belong to the family of Adam.
Jehovah came into the world as a mortal to save us. He will suffer for all of our sins which means all who have Adam as their ancestor.
2 Nephi 9:22 And he suffereth this that the resurrection might pass upon all men, that all might stand before him at the great and judgment day.
Jehovah has done this so that the resurrection can be granted to all those born on this earth. That in due time we as resurrection beings will then stand before Him so to know that what we receive for our eternal reward will be just what we wanted.
2 Nephi 9:23 And he commandeth all men that they must repent, and be baptized in his name, having perfect faith in the Holy One of Israel, or they cannot be saved in the kingdom of God.
The process starts with faith, repentance and baptism. If we do not submit to this pattern, we will not be eligible to enter the kingdom of God.
2 Nephi 9:24 And if they will not repent and believe in his name, and be baptized in his name, and endure to the end, they must be damned; for the Lord God, the Holy One of Israel, has spoken it.
If one will not submit to these ordinances and stay righteous to the end of his life, he will not have the chance to continue on the road to eternal advancement towards Godhood. His progression is stopped and he will not have the privilege of becoming a God.
2 Nephi 9:25 Wherefore, he has given a law; and where there is no law given there is no punishment; and where there is no punishment there is no condemnation; and where there is no condemnation the mercies of the Holy One of Israel have claim upon them, because of the atonement; for they are delivered by the power of him.
The plan is set by laws. If there were no laws in place there would be no punishments because there would be no laws broken. If there are no punishments, then no one his can be condemned. If there are no condemnations, then mercies of Jehovah are in place to cover such situations. So those who lived without the law because they never heard of the gospel are delivered by the atonement.
